The PSRC of America is an organization of physicians, nurses,
administrators, allied health care professionals, and data analysts providing services to
promote quality of care and the efficient management of health care resources in managed
care and traditional settings.
Through our Administrative Support Division we also provide
clients in both health care and other fields with technical advice and skill in developing
and maintaining the technology required to function in today's economy.
Founded in 1977, the PSRC is an independent, not-for-profit
organization serving corporate and governmental clients.
Our services are available to large and small clients, on a local or national basis.
The rapid changes occurring in the health care system, as well as increasing consumer
expectations, have prompted a reevaluation of how health care is provided. Health care
organizations are increasingly faced with the need to balance cost containment with
vigilant concern for quality and access to care. In this changing environment, the PSRC
assists health care providers by assuming many of the clinical review and administrative
tasks associated with an enhanced delivery system
As an organization of clinical personnel committed to professional standards, the PSRC
works with its clients to develop quality care mechanisms within an efficiently managed
structure. Our services are tailored to client needs and encompass design and
implementation of quality and cost management programs, individual medical record or
environmental site reviews, and educational and training programs for professional
caregivers.
The PSRC has an outstanding reputation in the health care field. We are adept at working
with all segments of the provider community, particularly physicians. Our clinical staff
have hands-on experience and understand current practice patterns. They have earned the
respect of the professionals they have evaluated.

The PSRC of America, Inc. was established to accomplish three principal goals:
to maintain and enhance the quality of health care
to encourage the delivery of appropriate types of care
to engage in activities which advance the public benefit.
In pursuit of these goals the PSRC carries out, on behalf of
managed care, corporate and public sector clients, programs which review and seek to
enhance the quality and efficiency of health care delivery in all settings. The scope of
our services includes physician office practice patterns, credentialing mandates, and
educational and research projects designed to promote the general health and well-being of
the community at large.
From 1985 to 2003, The Foundation for Quality Medical Care, Inc. (Foundation)
carried out the following
programs:
Nursing Home Audits
The Foundation validated the level of care and resources provided to New York State
nursing home residents. The program used the Patient Review Instrument, commonly known as
the PRI.
Registered nurses from the Foundation audited the information submitted by nursing homes on
their resident population. This audited information formed the basis for State
reimbursement to the facility for the care rendered to nursing home residents.
Approximately 50,000 resident records were reviewed annually at more than 700 skilled nursing
facilities.
The Hotline
The Foundation served as the "hotline" for any individual, institution or community-based
organization which required information and clarification on the PRI program described
above. Our registered nurses answered questions on how to complete the form, what medical
conditions met the program criteria as well as numerous other questions relating to the
program.
Thousands of inquiries were answered every year.
The hotline facilitated understanding of the patient assessment process and
enhanced program effectiveness.
Other Activities
Over the years, the Foundation has been called upon by the New York State Department of
Health to carry out many other programs. These include a study to assess the time spent by
registered nurses caring for patients in the home, and an intensive clinical review of
cerebral palsy/rehabilitation patients and the services they receive at diagnostic and
treatment centers.
